Microsoft reserves 20% of your available bandwidth for their own purposes like Windows Update and interrogating your PC, etc...
so, this is how you can get the used 20% bandwidth back:
1. Click start menu, and open Run, or you can use shortcut by pressing "Windows logo + R", and type "gpedit.msc" without quotes. This will opens the group policy editor.
2. From the left hand side of the windows:
> double click on "Local Computer Policy"
> double click on "Computer Configuration"
> double click on "Administrative Templates"
> double click on "Network"
> double click on "QOS Packet Scheduler"
3. after that, at the right side under the setting tab, double click on "Limit reservable bandwidth".
4. Then a pop-up windows will shown. It say that it is not configured, but the truth is under the'Explain' tab i.e.' By default, the Packet Scheduler limits the system to 20% of the bandwidth of the connection, but you can use this setting to override the default.
5. So the trick is to ENABLE Reservable bandwidth, then set it to ZERO (0). This will allows the system to reserve nothing.
6. Then click OK, and you can close the window.
7. It work on XP, Windows7, as well as Windows 2000
